[Lapack] reference implementation of blas

I noticed that the reference implementation of blas doesn't include a 
makefile. Would you accept a CMakeLists.txt file to make it easy to build 
blas in static and shared lib forms? CMake is highly portable already, and I 
think it would make compiling the reference implementation for packaging 
easier.
