[Lapack] Useful instructions for Intel-Based Mac build of LAPACK

Hello,

  I was having some trouble getting LAPACK to build on my MacBook, so I went
looking and found this:

There are step-by-step instructions for building the library, as well as a
make.inc file appropriate for Intel-Based Macs.  I had to add my own TIMER
macro, however.
