[Lapack] ftp.netlib.org is terribly slow

I confirm that yesterday netlib was really slow, I was using it myself.
(I have no idea why.) This was in general not the case and netlib was
pretty fast. I do not know if this is temporary or not.
(BTW: the newest LAPACK is 3.2.0.)

I'm attempting to download lapack-3.1.1.tgz from ftp.netlib.org,
actually I let FreeBSD's ports infrastructure do all the dirty work.
I get a download rate of almost 516 bytes/second. Is ftp.netlib.org
overloaded or is there a network issue somewhere along the line?
