[Lapack] Submission: modified lapack-3.2 makefiles

Hello. I modified the top makefile and the TESTING makefile for lapack
3.2 to fix some build and testing problems. I am sending them as a
tar.gz attachment for your review. I added a brief note at the start of
the top makefile describing most of the changes.
