[Lapack] ?STEMR/?SYEVR tests failures


Pristine LAPACK 3.2 ?STEMR and ?SYEVR, which calls it, do not pass some LAPACK 
tests. As far as I understand, the problem is that resulting eigenvectors are 
not orthogonal enough. Attached are logs generated from builds performed with 
gfortran 4.2.4 and ifort 11.1.035 compilers with different optimization and 
precision settings (-O0/-O3 for gfortran, and -O0/-O3 with no precision 
settings, or with -mp, or with -fp-model precise). Are these failures expected? 
If they are, could you please add a respective note to LAPACK known issues list?
