[Lapack] large improvements to clapack cmake build system

Dear clapack maintainters, 

I have attached a patch which improves the cmake build system a lot. Please 
have a look and consider integrating parts of it...

Parts of the patch are Gentoo linux specific since we want to unbundle 
libraries as much as possible. 

Other changes are:
* provide an install target
* build a shared library
* build the tests only on request
* provide a clapack-config.cmake file for other packages
