[Lapack] driver routine DSPEVR() missing?

I did not find any trace of dspevr routine.
I believe the code had never been written.

Can you tell me whether DSPEVR ever existed in earlier versions of LAPACK? If 
not, are there any future plans to include a DSPEVR driver in LAPACK?
