[Lapack] in lapack-3.4.1 "cmake -DBUILD_TESTING=OFF" got broken

It worked with 3.4.0.
In 3.4.1 "cmake -DBUILD_TESTING=OFF"
gives
CMake Error@Domain.Removed:209 (export):
  export given target "tmglib" which is not built by this project.

I see that tmglib was added in a few placed in the main CMakeLists.txt
