Dear Carolin,
CLAPACK has been replaced by LAPACKE, a standard C Interface to LAPACK.
You can take a look at: http://icl.cs.utk.edu/lapack-for-windows/lapack/
You will find ways to build LAPACKE and prebuilt libraries.
