LAPACK is still maintained.
Now LAPACK include LAPACKE, a standard C Interface to LAPACK. LAPACKE is the
"replacement" of CLAPACK.
Parts of LAPACK can be found in C, but not the whole library. At least not that
I know of.

BTW, do you know some BLAS/LAPACK implementation not in Fortran?
