LAPACK 3.6.1 released

Dear LAPACK users,

LAPACK 3.6.1 was released on June 18, 2016.

The LAPACK team would like to thank all the users who contributed to this release.
(And bigger thank to those who not only provided bug report but also bug patches!)

I tired downloading 3.6.1 64-bit for Windows, but it seems to be 32-bit. Were they compiled correctly?

sorry indeed we do not have a 64bit built.

LAPACK 3.6.1

My project uses one routine (SSPEVD) plus dependencies to solve an eigenproblem. (for various good reasons) I bundle the pertinent routines
with my project. On recent downloading the routine and its dependencies from netlib I discovered that the new site will download the LAPACK
dependencies OK, but omits the BLAS dependencies. No apparent way to get the pertinent BLAS routines too.

Thus was I doomed to discover the blas dependencies ONE AT A TIME by complile/testing. I was so displeased that I confess I almost thought about
saying a bad word about the site programmer. Yes I did, yes I did, but thankfully I controlled myself and instead write here.

The download used to have a checkbox so that you could INCLUDE BLAS DEPENDENCIES. It is most unfortunate that the programmer decided to
omit that in the "upgrade", and the supervising authority didn't catch it. Alas. Fortunately there is the vast array of unwashed out here to
help out. So just saying... could someone tweek that code a little to (optionally) provide dependent BLAS routines.

Oh, and thanks for all the code. :)
