PAPI-C without CPU Component

Hi,

have you ever considered to offer the possibility to build PAPI-C without the cpu component? That way PAPI could run even on machines without a patched kernel or on machines with not yet supported processors.

As of now, the cpu component is a special case, because it provides certain extra functionality to the library. We have discussed supporting multiple cpu components for heterogeneous systems. This would imply cpu components without that extra functionality. This then might suggest a "system" component independent of any cpu components to provide the extra needed goodies, and then make it possible to have a PAPI-C implementation with no cpu component. Interesting possibilities...
