Install quark error

I am trying to do a basic install using netlib files. I thought I would get this to work before I tried my open_BLAS files. I am using win7_64b with cygwin. I am using the PLASMA installer.

What am I doing wrong?
Near the end of my install I get this:

Writing make.inc... done.
Compiling PLASMA...

PLASMA: error building PLASMA

Hello,
Apparently the _WIN64 macro is not defined by your compiler and this prevent quark/plasma to detect on which system the compilation happen. Try to add -D_WIN64 in the CFLAGS of your make.inc.
