PLASMA and minGW

How to run/test PLASMA dgemm function with minGW on windows? Do it need to make before run? How to make PLASMA library?
Where we can find the made library to link with .c file when compile with gcc?
eg:
gcc -O3 -o test test.c PLASMA.lib -lpthread
