Yes, but it is old and does not have all that much useful info.
It just lays out the principles.

LAWN 220 describes a prototype that works very similarly to QUARK. Many of the underlying methods have changed since LAWN 220, but the principles are almost the same. If you read that report, you will get a very good idea of how QUARK works.
